I am delighted to welcome the attendees and participants of the 7th International Forum on Shipbuilding and Advanced Equipment and Technologies for Development of the Arctic and Continental Shelf "OMR 2026."


Our country possesses some of the world's largest hydrocarbon reserves. The Arctic shelf is a strategic asset for Russia, the development of which is critical to the nation's energy security. It is the Arctic that serves as the key reserve for expanding oil and gas production, ensuring the long-term stability of Russia’s fuel and energy sector amid changing global market conditions. At the same time, challenging production environments and stringent environmental regulations dictate the need for cutting-edge engineering solutions, marking a vital step toward achieving the nation's technological sovereignty.


I am confident that the initiatives proposed within the framework of OMR 2026 Forum will be aimed at developing advanced offshore oil and gas production methods in harsh climatic conditions, implementing innovations, and building a talent pool, which will ultimately strengthen Russia’s economy.

Currently, the development of the Arctic regions and the continental shelf is impossible without a comprehensive approach which includes the technological reliability of equipment, takes into account its adaptation to difficult environmental and climatic conditions, and requires guaranteed safety at all project implementation stages.

Beyond any doubt, an integral part of these efforts is the development of human capital. Training skilled professionals, using the accumulated best practices, and sharing the engineering knowledge and competences with the new generations lay the foundation for the implementation of long-term projects in the Arctic.

Remarkably, over the years OMR has been bringing together the industrial, scientific, and fuel and energy communities offering an opportunity to discuss the relevant challenges faced by the industry, as well as to share new engineering solutions and identify promising areas to expand cooperation.

It is my pleasure to welcome participants, attendees, and organizers, at OMR 2026, the 7th International Conference on shipbuilding and high-tech equipment and technologies for development of the Arctic and continental shelf.

Today, the Arctic is one of key development lines for Russia. This is where the large-scale investment projects are realized, new production capacities and transportation infrastructure are developed, and freight traffic along the Northern Sear Route is growing. Exploration of natural resources of the Arctic and continental shelf plays an important role in the economic growth, aids in development of the northern territories, and creates new opportunities for businesses and the industry.

To complete these tasks, scientific and business communities and the state must join their efforts. Projects dedicated to development of the specialized fleet, improvement of logistic routes, and creation of the modern infrastructure for work in the Arctic conditions, are of special importance. This is the comprehensive approach that allows for self-consistent realization of the potential of the Russian Arctic zone.

For many years, OMR has been uniting representatives of various industries, whose work is related to development of the Arctic and continental shelf. I count on this year’s conference to contribute to execution of perspective initiatives and assist in determining new development lines for the northern territories.

On behalf of the Russian Academy of Sciences, I am pleased to welcome you to this international conference, traditionally held in St. Petersburg.

Over the years, OMR Forum has become a leading platform for discussing pressing issues in shipbuilding and in development of advanced technology for the exploration of the Arctic and the continental shelf.

The Arctic is a strategic priority of the highest importance for Russia, bearing on matters of defense, food security, resource development, climate, and the environment. Institutes of the Russian Academy of Sciences are playing an active role in the advancement of the country’s northern region.

The country’s leadership has clearly articulated the key tasks to be pursued and has defined the goals and priorities for the region’s growth.

More than half of the Russian Academy of Sciences’ scientific disciplines involve Arctic research. This work encompasses several of the Academy’s institutes as well as industry-specific centers and universities.

OMR offers a unique opportunity to exchange valuable knowledge, experience, and best practices in shipbuilding and in the development and transportation of offshore oil and gas resources in Arctic waters.

The discussions held at the conference are intended to devise effective approaches to the development of the shelf, drawing on the synergy of domestic companies and stimulating their scientific, technical, and technological growth.

The Forum brings together representatives of the scientific community, relevant ministries and agencies, industry executives, and leaders of large and medium-sized businesses, enabling us to work together toward successfully accomplishing the tasks before us.

I am confident that OMR 2026 will serve as an important milestone in addressing the strategic tasks associated with the development of Arctic oil and gas fields and the strengthening of Russia’s technological sovereignty.

I’m pleased to welcome you to OMR 2026 on behalf of the Federal Medical-Biological Agency. This important event brings together the expert decision-makers who directly influence the sustainable development of the Arctic zone, the safety of maritime activities, and the reliability of medical and health services under extreme conditions.

Development of the Arctic is a strategic priority for our country. Therefore, the local medical support becomes a significant part of the infrastructure and industrial projects. A streamlined and well-structured medical care system that takes into account the harsh climate and challenging working conditions is needed for the development of the Northern Sea Route, the exploration of the continental shelf, and the establishment of emergency rescue centers.

The development of Arctic, marine, and diving medicine is of particular importance. The unique expertise and state-of-the-art standards of the Russian FMBA already form a reliable foundation for preserving people’s health at key sites of the Far North and polar routes.

In order to maintain the highest level of these activities in the future, our unconditional priority shall be to raise young professionals. The exchange of unique practical skills and the advancement of mentoring traditions help create a foundation for personnel continuity, which will ensure safe working conditions in the polar regions for decades to come.

Russia’s Arctic shelf is a region with tremendous gas resources. According to most recent estimates, they amount to 100 trillion cubic meters. The effective development of this unique mineral base requires state-of-the-art technologies and engineering solutions.

Gazprom cooperates with Russian industrial enterprises, R&D centers to consistently expand its competencies in the development of offshore fields. This includes the creation of advanced equipment which has never been produced domestically before, and the development of specialized fleet.

Remarkably, this year’s conference is timed to the 100th anniversary of Igor Gorynin, a prominent Russian materials scientist and academician of the Russian Academy of Sciences. His inventions have made a great contribution to strengthening the scientific and engineering potential of the country, including construction of ice-resistant sea platforms.

OMR is a forum that rightfully holds an important place on the professional agenda bringing together the representatives of scientific community, industry, and government management to discuss the key aspects of marine technology and shipbuilding development, and the exploration of the continental shelf.

This year, the OMR is dedicated to the 100th anniversary of Academician Igor Gorynin. His scientific work formed a significant part of the domestic materials science and marine engineering and largely determined the approach to major challenges where in-depth scientific research ensures the technological sovereignty of the country.

For Kurchatov Institute National Research Center, it is a matter of fundamental importance to contribute to this agenda. Our research in the field of advanced materials, energy, and nature-inspired technologies for work under extreme conditions directly serves to achieve the objectives of Arctic development. However, its core meaning is broader than the implementation of individual projects. Thanks to a scientific approach, the development of technologies and the need to preserve the vulnerable northern environment can be combined into a single engineering logic as early as the stage of conception. This is an essential prerequisite to make reliable and long-term solutions for the Arctic.

The OMR offers a venue to combine the efforts of research centers, engineering schools, industry, and the government to transform private initiatives and state-run programs into a long-term and internally consistent strategy for the responsible development of the Arctic.

The Russian Federation places special emphasis on the promotion of maritime shipping and development of the Arctic region. Rapid technological development and introduction of digital solutions expand the boundaries for the shipbuilding industry advancement, the exploration of continental shelf, and the conquest of Arctic. This is the reason why one of the mainstream topics of the dialogue will be the discussion of strategies for the further development of the industry using state-of-the-art technologies and equipment to enable the progress of these processes to a whole new level.

There is the Maritime Arbitration Commission (MAC) that operates under the Chamber of Commerce and Industry of the Russian Federation. Ranking among the oldest maritime arbitration institutions worldwide, for 95 years the MAC has been successful in resolving disputes and protecting interests in the maritime industry. In 2019, St. Petersburg became the first region where a branch of the Maritime Arbitration Commission under the Russian CCI was established.

I am confident that discussions on the sidelines of OMR 2026 will help develop practical solutions for exploring the continental shelf and elevate domestic shipbuilding to a whole new level. Consolidating the efforts of all maritime industry actors is the key for achieving significant outcomes in this area.
