Session 2.1: Development of modern offshore oil and gas equipment and technology at Russian machine engineering and shipbuilding plants, and R&D centers.

Session 2.2: Underwater and under-ice technologies and equipment (including subsea pipelines and robotics) for extracting mineral resources from freezing seas
  • Subsea operations with the use of robotic systems as one of the technological priorities of activities on the Arctic shelf

Ensuring sustainable development of the Northern Sea Transportation Corridor: Development of the Northern Sea Route infrastructure
  • Updating the need to develop state port infrastructure in the waters of the Northern Sea Route in accordance with the plans of oil & gas production companies
  • Navigational and hydrographic support of navigation on the Northern Sea Route
  • Unified platform of digital services for the Northern Sea Route: creation of a digital platform (interaction between Rosatom, Ministry of Transport, Ministry of Natural Resources and Environment, Rosgidromet, Ministry of Emergency Situations, Maritime Rescue Service with maritime market participants), improvement of management systems

  • On the construction of the icebreaking fleet for Russian and foreign customers: nuclear, diesel-electric icebreakers and LNG-powered icebreakers

Session 4.1: Icebreaking support for projects to develop mineral resources in the Arctic zone.

Session 4.2: Emergency and rescue support of navigation along the Northern Sea Transport Corridor.
  • Improvement of legislation of the Russian Federation for organization of emergency and rescue support in the offshore Arctic Zone of Russia
  • A comprehensive plan for the development of emergency and rescue infrastructure in the Arctic zone of the Russian Federation (which provides, among other things, for the creation of integrated rescue centers, equipping them with Arctic-type aircraft, marine vessels, technical means and equipment).
  • Development of equipment and technology based on full-scale tests of prototypes, using the experience of the best international practices, regulatory documents on the design, construction and use of collective Arctic rescue vehicles.
  • Robotics complexes for search and rescue operations.

Session 4.3: Activities aimed at ensuring environmental and industrial safety in the waters of the Northern Sea Route and the continental shelf
  • Ensuring the safety of navigation
  • Underwater robots for protecting offshore drilling platforms
  • Prevention of extreme pollution of Arctic waters
  • Systematic monitoring of the environmental condition of the marginal Arctic seas and the impact of navigation on it in the Northern Sea Route: tracking the effects of climate change on ecosystems of Arctic waters and territories, monitoring the geo-ecological parameters of natural systems and their biodiversity, anthropogenic impacts.
Conference session 5: 
Arctic, Antarctic and marine medicine
Completion of the first stage of the Concept of marine medicine development in the Russian Federation until 2030:
  • Regulatory base for development of marine medicine
  • Medical service for workers at offshore facilities (platforms, ships)
  • Emergency evacuation of an injured / sick person from the ship or platform and restrictions when using an icebreaker, rescue ship, helicopter
  • Inadequate port infrastructure to accept an injured / sick person
  • Development of the map of coastal medical organizations (marine counseling centers) along the Northern Sea Route, with the indication of the distance to the shoreline
  • Determination of the procedure for medical examination, requirements for a medical certificate on the state of health of a seafarer, register of authorized organizations
  • Establishing the legality and procedure for providing medical care on board of a ship and offshore platforms
  • Determination of the procedure for supplying ships with potent drugs.

Energy supply for the development of the Arctic zone: optimization of the fuel and energy balance structure, development of energy facilities to ensure the functioning of the Northern Sea Route infrastructure
Conference session 7:
Regulatory support for the development of Arctic offshore areas: Russian and international practices, international cooperation in equipment and technology support of shelf projects in the Arctic zone
Session 7.1: Foreign offshore oil and gas development projects - lessons for Russia.
